Those peat pots!!

I live in NY, and have never heard this, but that doesn't mean anything.  I 
do know that you could peel the top part off where there is no soil, etc. and 
plant the pot deep enough so that none of it is above ground.  The pot, if 
above the soil line, can "act as wick" and draw moisture away from the roots.

I don't like the things myself.  If you try to tap the plant out of them, the 
roots tend to cling to whatever part of the pot they have grown into.  Small 
platic pots give you a plant that can't grow into anything.  Plus, they are 
re-usable.
