That is precisely way so many of us have taken to the ziplock bag and papper towel method of seed starting. You know for sure that there is a sprouted seed down under the soil working it's way up to the top. I used to go throught the same thing you are doing right now.  When I could not take it anymore , I would CAREFULLY remove dirt from the top of the seed. When the top half was exposed,  GENTLY wiggle the seed. I found that if the seed felt Stuck then is was sprouted. Otherwise the wiggling motion would easily dislodge it. Hope this helps!!
