Mike & Bob,
Municipal water treatment systems may use 1.) chlorine to treat the water or
2.) ozonation. The later is much better for obvious reasons, I am on a
chlorinated system, you may want to call and check with your local water
district if not on a well to determine what method they use to treat your
drinking water, chlorine most likely as ozonation plants are expensive to
build.
The chlorine did not appear to bother my plants but I know what you mean
with regards to the plants reaction to rain water.
I would suggest that if chlorine is a concern to anyone, build yourself an
open top holding tank such as the LaRues have developed.
Allowing the water to stand for several hours, particularly if it is exposed
to the sun will dissipate most if not all of the chlorine!
