soil born deseases

Hi list,I was just wondering if anyone out there has a solution to get rid of 
soil born deseases, I'm not exactly sure what I've got ,but it seems as if 
I've had it since I hauled in composted debris two years ago from a local 
composting site,I hate to tie up my garden all summer by covering with clear 
plastic to fumigate it. I think I'll stay away from other peoples leaves 
,etc.Never know whats in that stuff.
