Hi Guys!
Why not look at how contests are handled in other sports? I happen to
know more about fishing, so I'll use that example.

There's a fishing organization that keeps the official records, the
IGFA. Fish caught and weighed and applied under IGFA's strict guidelines
are eligible to compete in two contests: world records and that year's
records. No prizes are given by IGFA, but sometimes tackle manufacturers
sponsor prizes based on IGFA records. The angler gets the glory.


Then there are the local contests in which anglers pay an entry fee and
compete, usually at a given location at a given time, which may be one
or two days. Sponsors give big prizes for winners, and often play a
major role in organizing - and setting the rules for - these events.
Fish caught during these contests qualify for inclusion in the world
records ONLY if they are caught according to IGFA rules and if the
applications are complete.

These rules ought to translate easily to pumpkin-growing.
