If you go to www.usps.com you can confirm this.
It cost 57 cents to send a envelope or small package
that weighs 1-2 ounces. A bubble pack fits into the
small package and into the weight of 1-2 ounces unless
it has a large amount of seeds in it. To be a small
package it has to have deminsions under a certian sixe
which most bubble packs fit into.
Last year it cost 55 cents and that is what I used and
I recieved all my seed packs back without a problem
It is 57 cents this year due to postage rate increases.
