  I do not think they are going treat all the mail.  I 
would imagine they will only treat mail that is going to 
sensative areas like the white house or senate.  I know 
people send film in the mail to get it developed and any 
treatment would cause a lot of problems. 
  We should just send seeds as usual, making sure there 
is a return address on the package and that the amount 
of postage is proper for the package.  I have found that 
57 cents is the right ammount for a 000 bubble package.
