I think if you check you soil PH you will find that it is really low. That usually causes moss. Add some line and you will bring up the ph levels, most of all have a soil test.
Most fertilizers will lower the PH levels in your garden.
As far as drainage you could put drain tile in or do it by adding organic matter to your soil.
