There can be an issue with international mailing of agricultural materials like seeds. Perhaps it would be better to get them from Howard Dill's list once they are available. He gets them certified for shipping and sends them with certificates. I know, they can be pricey, but legally it would be the safest way and keep you out of customs trouble.
Maybe ask around and see if there isn't someone locally that has the giant pumpkin
