Oh, did I forget to say that shirts are not the issue; belt buckles are. You should have seen my 16-20 hunks strip down when we asked them to remove belt buckles and suspenders. 
I had to put my fingers over my eyes.

It's a safety issue, of course. Intense supervision would also be required.
