How Deep?

I have recently read that AGs require "sandy loam" or "loose" soil to a
depth of 1 meter (3 feet). My soil is clay to a depth of 20 feet I
suspect. rototilling can only affect a depth of 8 inches or so. Is there
a way around this dillemma? is it really important to be that deep? or
should I just bite the bullet and bring in a dozer and do it right?
