Dog DoDo vs. Cable Guy?

Compost...

For my SMALL area to grow on, can I simply gather up leaves 
and use that for a cover till Spring?  We're in Northern Illinois.
Also, there's a lot of clay in our ground.

I have a dog...but nobody has mentioned using Doggy-DoDo.  
Can you use it?  

Get this...the CABLE GUY told me to till in the old bird
seed from under our feeders.  He said this would add TONS 
of nutrients to the soil.  He dug a hand under the seed and 
pulled up a mess of worms!
