Joanne,
Not everyone does exactly that! I use the same ingredients, but I only
till my soil with alot of grass clippings to replenish my nitrogen, and
then the rest gets put on to in this order..

1.bottom is the grass clippings/soil, tilled to a depth of 8-12 inches.
2.Next I lay down 2-4 " of leaves, maple only.
3.Thirdly, I place two inches of sheep manure on top of the leaves, and
4. lastly I place my lime over the top of that.

After that is done, I leave it lay until I can drop a till into the
ground in early spring. By doing this, you are allowing for the
precipitation to go through all the different layers and soak down
through the soil. I believe this is best pictured on the side of some
bottled water containers.(or atleast the same effect of where the water
goes through several filtration type beds of rocks.)
This method also allows for much "hotter" soil in the spring, as now ,
since it has been tilled togdether, alot of the leaves/lime/sheep manure
are touching/composting for the first time with each other. Then after a
month or so of this , I till one more time, as deep as I can, and
walla!! Black gold!! It seems to work, but to eachhis own!
