selling seeds

hi group.  i have a question about selling seeds.  this whole pvp thing
has gotten me quite confused.  so before i start shooting my mouth off,
i figured i'd get my facts straight.  who is allowed to sell seeds?  i
was under the impression that only howard dill, and people authorized by
howard dill were allowed to sell seeds, is this true?  i thought the
pvp, was like a patent.  like, you could sell your pumpkin, but there's
a patent on the seeds.  i know 99% of the people out there trade, or
give seeds away, but i know that some don't, and why would one pay a
regular grower for seeds, when they can trade, or get them for free?  I
understand covering your postage and handling, but paying obviously more
than what it would cost to mail seems wierd to me.  any input would be
most appreciated.  thanks
