I am seeing a similar condition on some of my sunflowers. I thought that it
was spider mite but so far a close examination of the underside of the
leaves has not shown any. Take a clean bright white piece of paper out to
the garden. Shakes one of the problem leaves over the paper. Then look at
the paper closely for tiny spiders. I am going to do this again today and
look carefully with a magnifying glass.
