If it's wet, I would dry it out as much as possible. Scrape it with a spoon
if you have to. If not, it may eventually work its way into the flesh of the
pumpkin. Dust it with sulfur or captan. 

Could be too much water or sprinkler head hitting it?

I wish someone could answer my similar question:
My stem is crusted with what looks like - I'm sorry to have to say what it
looks like - pus or snot. Also the skin around the stem also has the same
kind of scabby look.
I'm not really worried about the fruit (knock on wood), but I'm curious
about this and what it might mean. Need I treat it?
