For many years my company sponsored an outdoor Christmas lighting contest.
We had a similar problem with certain deep pocketed (install a new
electrically panel just to be able to put out more lights!), creative people
being the 1,2,3 winners each year. We solved the problem by creating an
category we called the "Masters Division". Anyone who finished in the first,
second and/or third positions in the last five years had to compete only
against other master winners. Prizes for master winners and new winners were
awarded. Our entries increased dramatically once the new division was
created as rookies no longer had to compete head-to-head with the "heavy
hitters" and thus felt they had a shot at being a winner. The concept should
work at a weigh-off
as well.
