Empress Tree question?

  I was wondering if anyone knows if "Paulownia tomentosa" or  EMPRESS TREE
is considered an invasive tree in the central coast of California. Temps
here range from highs of 85- 120 in the summer, and lows of 15-39 in the
winter. My main question would be, would you think the seeds of this  tree
would be able to germinate and grow with no problems in this climate or
would such a movement be limited to sprouts from the trunk?]
