Yes, they'll need scarifying.
I've grown most of the section Ciconium from seed, sowing scarified seed
media-covered at 70-72F. Good germination on all. Section Ciconium
includes P. acetosum, acraeum, frutetorum, inquinans, peltatum (some
authors), tongaense, transvaalense, zonale. Other than inquinans and
zonale (putative parents in domestication of P xhortorum), the best of the
rest is tonganense. Great bedding and basket plant: always in bloom, loads
of flowers. Whiteflies like it, though.
