Petasites do bloom before the leaves come. The flower does look like a cross
between a pine cone and a mushroom. I'm in zone 7 PNW WA and mine are
planted in a low spot in the yard. They like a moist site and if happy will
really spread by under ground runners similiar to rhizomes. I give them no
special treatment other than that they are planted in a damp area in mostly
full sun. Hope this helps.
