Hi,
I grow lots of different hibiscus varieties. I pour hot water over ripe
seed and leave it overnight. Then plant it the next day in ordinary potting
medium, warm temps (70F) aid germination. Then just treat the seedling like
any other, pot up at regular intervals, etc. Plant out in Spring after last
frost.
Since I grow hardy hibiscus in the garden, I divide them in early Spring
before they break dormancy.
