I use the following scarification procedure for beet seeds:
(1) I glue sandpaper to two flat blocks of wood. The beet seeds are placed
between the two sandpapered surfaces and moved until the hard beet seeds
have had their edges scarified.
(2) I soak in very hot water and leave them overnight in a dish . The
seeds are softened and germinate well once planted in the cooler times of
the year. (This doesn't seem to work in early summer, or when the soil is
too warm, with beets).
