The only time I tried elder from seed they germinated well but I'm 
not sure what I did different from you. I washed them, sowed them 
straight away and put them outside. Perhaps they need to have a 
sufficient period of relative warmth before the onset of winter.
It does take quite easily from cuttings as well though.
I also agree that seedlings are most often found away from a parent 
plant, rather than just underneath so in some way birds presumably do 
disperse them.
