I've had close to 100% germination using the following method:
Scrape, nick, or poke a tiny hole in each seed, then cover with boiling
water. Change the water every day with fresh room-temperature water. Within
a week, the seeds should start to split open, revealing a thick rounded
root tip. Plant under about 1/2 inch of soil.
