If the seeds are wrapped in aluminum foil, will the radiation still get
through?

I, too read this in an e-mail nursery newsletter. It is very
distressing for seed swappers, since Fed-Ex or UPS is so much more
costly. I also ship plants as part of my business. I've been charging
my customers for UPS 3-day Select instead of using Priority Mail, as
I've done in the past. The UPS service is much more costly.
