I have to second this method for lupine, and other seeds with tough coats. I
start the seeds in warm to touch water.

What works for me when I grow lupines is to take the hotest water I can get
out of the tap and poor the seed into it (about a cupful of water) let cool
down to room temp over night and then plant out they start to germinate in a
few days.
