Potatoes do not like lime! In fact, they prefer a more acid soil, around a pH
of 6 or less. 
Another problem: Organic Gardening reported last year that using old tires may
be potentially dangerous since they can release (slowly) carcinogens as they
begin to break down. While its a great use for old tires, it might not be
worth it.
