I have an Illustrated Encyclopedia of Gardening which says:

"Seeds should be sown in sandy soil in spring, and the young plants kept in
pots until they can be set in permanent places. Light, well-drained, loamy
soil is suitable.

The A-Z Encyclopedia of the Am. Horticultural Soc says:

Propagation:  Sow seed at 55 - 64F (13-18C)  in spring.

For a real expert opinion, you could contact the Theodore Payne Foundation,
in Sunland, California (818) area code. They sell all sorts of Calif.
native plants, and would surely have propagation hints.
