I have grown Delphiniums from seed the last 3 years following the method
described by the Vice President of the International Delphinium Society.
She recommends sowing the seeds in January in a 5" pot.  Cover with aluminum
foil and keep at 55 degrees for 2 weeks.  As soon as green sprouts are seen,
uncover and and place in light keeping temp between 60 and 40 F.  Plant
outside in May for August blooms.  So, if you have had your seeds covered
for 2 weeks, its time to uncover the pot, they will continue to sprout.
