Not only are the cheap tubes good enough, they are superior to "grow" 
tubes.  Mix warm light and cool light type tubes for broad spectrum 
lighting.  Look for maximum lumen production, and for optimum 
electricity consumption to light production replace the bulbs after 6 
months of continuous use, even if you can't tell a difference in light 
output.  A light intensity meter AND your plants will be able to tell.
