liatris pycnostacia

In propagating this species from seed is it possible to use a soilless mix in the styrofoam plug flats that float on water.
If it is not detrimental to the seedlings the constant source of water would be nice to avoid the necessity  of an irrigation system with conventional flats.  Also if the above system is okay does the suction of the water keep the styrofoam flats from blowing away in the open. If so I could have toughened  plants from the wind which would transplant much better.
What is the minimum cold-moist requirements for this species.
Also what is the reccommended cold -moist requirement of butterfly milkweed, asclepias tuberosa?
