I used a small halogen light to supplement a west window light for
starting some tuberous begonias and eustoma. It seemed to work OK but I
would be awfully nervous about using halogens for the only source of
light because of the incredible heat they produce. Halogens have set
fires when put too close to draperies and bedding.

I've gotten liquid sea kelp fertilizer from a couple of good quality
local nurseries. Mail order sources:

Peaceful Valley http://www.groworganic.com
Biocontrol http://www.biconet.com

Biocontrol seems to have the biggest selection but both are reliable
companies. Kelp contains growth hormones and is a fantastic source of
micronutrients but is not a particularly good source of N-P-K. It is
normally combined with fish emulsion when used as a fertilizer.
