I have used ordinary heating pads found at most stores.  I put the pad
down then invert a solid bottom flat on top of it.  I then set the flat
of seed stuff on top of the inverted flat.  The pad set on low is
provides sufficient heat.

I have also used the extra long pads sideways and set two inverted flats
over it side by side.  The solid flats seem to evenly distribute the
heat.
