I think the first lot of seeds you had must be something else. Doesn't sound
like Anemone seeds to me! The seeds from Childtern Seeds fits the
description of Anemone seeds. 
Anemone seeds should preferably be sown fresh in autumn. I have success with
all Anemones I have tried. I sow them in autumn or early winter, and place
the sowing trays outdoor. They start germinating around april-may. Some
Anemones needs stratification, others, like the japanese ones, doesn't
usually. They could be sown in 20 C, and if they don't germinate in a month,
let them get a cold period of 2-4 weeks before you place them warm again. I
think this is mostly if the seeds are old, if they are fresh, they should
germinate without a cold period. I think short viable seeds like Cimicifuga,
Helleborus, Anemone, Pulsatilla, Trillium and others, could be rather risky
to buy. You never know how they turn out. Anyone with the same experience,
or do you disagree?
