Hi Merlene, I'm probably west of you in 15, 17. There are good & bad reasons to do it now.
Fall is for planting in this area. It will give the plants plenty of time to develop roots before any frost comes if you do it now. Also, I find if I wait the plants are winding down and don't always root as quickly.
It's so dry this time of year, you'll be busy with the hose until the rains come & it can still be pretty hot here in October.
I would do it now.

Hi All:
I live in USDA 9 or Sunset 14 - Northern California and I want to propagate
nepeta, salvia and euphorbia. Is this a good time to do this so that they
can be planted out in October? Or should I wait until September.
Any advise would be welcome.
