Susan,  All is not lost!  (Most) Foxfloves are biennial so would not bloom
until next year anyway.  Why don't you go ahead and plant your little
seedlings outdoors and let Mother Nature assist you?  I'll bet those little
babies will jump right up and start growing in the ground. :)
