I noted the difficulty that you appear to be having germinating Coleus I
do several thousand each year, are you aware that they need light to
germinate, so do not cover them, if this is not the problem and they are
not up after 14 days I would suspect that the seed was old and no longer
viable, do not let one unfortunate experiance put you of.
