I tend to agree with Glider in that a special rootstock may not be
necessary.  One of the other lists - not the rose-list, but maybe
woodyplants, had a discussion- and the concensus was that roses such as
hybrid teas, etc. are grafted on a different rootstock more for mass
production purposes than for any other reasons.  Certainly, in Zone 9, you
shouldn't have to worry too much about hardiness.

I've had best luck rooting rose cutting using the baggie method.   Take a
cutting of soft wood (this year's growth, but not too soft), dip in rooting
hormone and place in a zip-lock type plastic bag with coarsely ground peat
moss.  Place in a bright area, but not in direct sunlight.  In a few weeks,
depending upon the cultivar of rose, you can observe any rooting activity.

I'd be happy to hear from others with their methods.
