Passiflora coccinea

I recently purchased seeds of the Passiflora coccinea. (Scarlet Passion 
Flower) On the envelope the instructions for sowing are as follows -

"Sow two seeds per 3" pot 2" deep and keeping moist."

Two inches seems extreme whereas other references say to sow 1/4" deep. (As I 
write this I wonder if they meant 2 mm, as they come from England.)

There is also no mention of soaking. Should they be soaked?

I would appreciate any assistance anyone can provide.
