Dear Duncan
I do not know what kind of mini propagator you have in mind.
We have germinated microscopic seed such as rex begonia
using a nice dome unit from Park Seed.

The unit consists of
1) base pan (to take a standard 14" tray)
2) clear 4" high dome with two air vents, adjustable
3) styro insert tray with about 36 peat plugs
4) starter set of peat plugs to fit the tray
5) starter supply of fertilizer
The whole unit is about $14 and I think they throw in the
freight.
While we used it for seed germination it can also be used
for propagation of plants from cuttings if the cuttings are
not too long.
I have throught about extrending the sides using some clear
plastic sheets to raise the clear dome over the top of the
cuttings.
I think there is enough room to install a short flexible
wire heating wire (the kind that has the thermostat built in
(from the home supply used to prevent freezing of pipes).
