I've been using a couple old water bed heaters from garage sales and flea
markets for a
couple years.  I put the sensor on top of the pad and use a thermometer in the
seedling
pot to adjust the heat setting.  It's usually about 10-15 deg F higher that the
soil temp.

I should add that this is expressly against the directions on the heater, so try
it at your own
risk.  I'd recommend doing this only on a fire proof bench surface (like steel,
not wood).

Cost a few dollars and works for me.  I galvanized steel under everything
to protect my bench and I never water the pots on the heater pad or do anything
to get it
wet.  Damp maybe for a little while.

The bottom heat seems to help some things a lot.
