I always have had good luck starting clematis seeds by taking a light soil-less mix, moist, not wet, in one of those disposable  Tupperware containers. covering the seeds lightly, and chilling them in the fridge for three or four weeks, they have sprouted there or a week after taking them out of the fridge.
Keep the cats away, mine got to them one year, and chewed them down.
