Two conditions that help it making this determination:
Does the seed have a high germination rate? If yes then go ahead and plant in
cells.
If not — then does the seed produce uniform plants-in the case of your
Yarrow-yes - so one could plant a few seeds in each cell.
I do not have the space for using cell packs-so instead use 5.5 inch pots and
plant enough seeds to get 50 or so plants. The nice thing about using a
large pot is that the plants can develop a large roots system and you can
keep them in the pots much longer. The draw back is that it takes more work
to disentangle the roots at planting time.
But I also like the fact that I can start seed this year and if I do not have
the space for them this summer I can over winter the pot and plant next year.
