Allan,
Possibly the "ground screen" is hardware cloth (metal screen)
normally placed over about 1/2 inch of moist sand over heating
cables, to protect the cables from metal tools in a standard
bottom heat propagation chamber. In this case, it has nothing to
do with electrical grounding. Therefore, it would be unnecessary
with a heat mat with flats, pots, etc. placed directly on top.
Any insulation would go only below the mat to reduce heat loss.
