 Yes, it will. The damping off has taken it's toll and probably done 
damage that you cannot see. The young seedlings that you can see may 
still be using lots of their energy fighting pathogens. Also they may 
well have germinated below the surface and died off before they 
emerged.

As much as you may not like to, keep up any successful 
chemical treatment that you have used.
