Most plants when they are starting out, if they have everything they
need in the way of heat, food, etc. will not have enough light since we
all try to start them early w/ short days in regardes to day lenght..the
only way to make them grow compact w/o chemical growth retardents is to
grow them as cold as they will tolerate and still grow....this will keep
the lenght between the nodes to a minimum....later when the day length
increases they will catch up.
some plants will benifit from being pinched, the top part of the plant
cut off...this  makes some plants develop branches and fill out rather
then reach for the sky. this applies to geraniums and fushsias and new
ginea impatients as a few examples. 
 as a rule plants that reach for the light aren't getting
enough...usually when this happens for too long..they will not come out
of it even w/ lots of light unless they are a variety that you can
pinch.
