Hunch-backed Seedling Stems


Greetings,

My Verbena Bonariensis seedlings, which have very thin stems, are not growing
straight up.  They appear to be hunching over and they have been that way for
more than a week.  The plants are growing their second set of leaves now.
Could the weight of the leaves be a factor in the stems' bending?  

The seedlings are two inches from the lights, which I have on for 14 hours a
day.  The lights are two 40-watt Phillips Agrolights.  I'm not overwatering
and I have a small fan on all the time.  What could be wrong, or is this
normal?
