Yes, but don't forget that delphiniums germinate best in darkness. Cover
the plastic bags containing your paper towels with newspaper or a brown
paper bag. Check them every day. When you see the small root sprout,
plant them carefully in damp seed starting mix. If you forget to check and
find that the root has bonded to the paper towel, carefully tear away a
small square out of the paper towel around where the root is attached, and
plant the whole thing.
They may take a week or three to germinate, so keep them moist, and don't
give up on them too soon.
