Hi Mary-Rain, We probably live pretty close, I'm in Portland. You can
start right now if your soil isn't too wet. Most of us have clay soil and
if it is worked when it is too wet it fill form concrete balls that will
never break up.
Soil preparation should always be your first step. If you are planting
perennials, we have been at it for a month. If you are planting annuals,
better wait until the nights are warmer, another month or so. If you are
planting trees and shrubs, you could have done that in the winter bare root,
or the potted ones now until it is hot weather. Hope this helps. And a
