No, Margaret, I never use hot water on dormant plants, but I do not water
potted plants with ice cold water, either, if I can help it....try for
tepid.
Think the reason they've sprouted is the water, not the heat of the water.

Yes, if you want them to start growth, bringing them into heat and light
and watering them will do the trick. As bright a light as you can find,
too, or they get a bit spindly.
No, they don't get stunted from being started inside in pots - I do it all
the time. It actually gives them a headstart because they can sit and
think about things in the garden for a few weeks if the soil hasn't warmed
up enough, leaving you with bare soil to look at.....much nicer to be
looking at small plants ;-)
Pot size doesn't really matter, either, as long as you can get the rhizome
in the pot. They store a lot of "food" in their rhizomes so all you really
need to do to get them started is cover the roots and give them light and
water. They will be fine until you can get them into the garden.
Now, I don't generally start to encourage mine until early April, since I
can't really plant them out until Mid May because they want the soil to
have warmed up nicely before they will do much. But, if you have room and
light, you can get them going anytime. I have a pot in my cold greenhouse
that is semi-starting to grow right now - a big pot that a couple were
planted in last summer and I just hauled in and never unpotted.
In my experience, they have no problem with being disturbed by unpotting
and planting in the ground...they are pretty tough guys who really only ask
for a lot of heat, water and fairly rich soil in the garden, but will grow
for you with less than ideal conditions and even in light shade.
